 Fix Transfer Negotiations!
I don't know how many people already brought this up over the last 3 years, but the AI is utterly stupid in neogitation.
I bid 5.5m -> they want 10m -> I give 6 -> they want 6.7 (good, we're making progress) -> I give 6.4 million -> they want 11m (what the hell is going on here?)
How long does it take to program a reasonable negotiation model? Isn't 3 years enough?
