Grand Theft Auto IV (not to be confused with Grand Theft Auto III and its "expansions" Vice City and San Andreas) is looking to be one of the most amazing games ever produced. It is taking everything the III series had and filling in the gaps and then some.
Some interesting facts copied from my source, which took them from the article:
Liberty City’s equivalent of Times Square will be called “Star Junction”
Niko Bellic (the main character) has a high amount of detail. His facial expressions, movements, and his overall sense of self are all done to a high detail.
Niko’s cell phone will play a big role in the game. One example is the ability to call someone in order to deliver guns to a nearby location.
Something as simple as a taxi ride can be handled in different ways such as simply car-jacking the driver and taking off, or actually getting in the cab and being a passenger, turning into a first-person view and being able to take in the sights and sounds of the city
According to Rockstar, the internet will have a HUGE part in the game, providing the player a hub for numerous amounts of interactivity within Liberty City
Police interaction will be completely different from previous GTAs. GTA IV will use a radar system to track you down. When you commit a crime, you will get 1 wanted star, and police will be tipped off to your current position. The only way police can give chase is if they physically see you.

The article is both a spec. review and a good storyline. Laughed at the TW@ CAFE internet shop name. The scenery is one of the best that I've seen so far which looks pretty realisitic and Niko Bellic hanging of the end of a delivery truck was pretty good to do, if you can actually do it in-game. Too bad that it's going to be released on XboX 360 and PS3, I've always loved the mouse-and-keyboard options of a PC.
The new GTA installments never fails to amaze me. Being able to be a passenger in a cab and view the city is so neat, and the only way police can give chase is if they physically see you is a great addition too. Now you won't get bombarded by the police (or military) even when there are none of them around. Definitely one of the must get games.
