Years to Gain Nationality

I'm in the Data Editor looking for how many years a player need to be in a country to get another nationality.

There are some countries, like England, which have 0 in that column. Does it mean that a player get a passport directly or will they never get a chance to become an English citizen?

I can't edit the head line but the game is FM 2008, if somebody is unsure.

When set to 0, it reverts to the game default of 5 years.

And you can always see the number of days left for a player to gain a new nationality in-game by going to their player profile, under "Personal".
