The story doesn't even make sense, because if they caught the real drunk drivers the decoy could surely be done as an accessory. Or if not that, for 'wasting police time' or something.

When I was in Alberta someone told me that stat that at any time of the day 1 in 3 of the cars on the road are being driven by someone over the limit.
