Default Work Permit

I have a game with QPR and the amount of players I have had fail a work permit is incredible. What determines whether a player pass/fail when applying for a permit.
About my game (im very proud):
I got QPR to the premiership in my first season. Spent 5 million.
Im in the Premiership and spent 35 million on two Center backs (5.5 million), right back (8 million), dm (10 million), decent young winger from city (10 million), two strikers ( 2.5 million)

A player needs to have played over 75% of international games that he has been available for over the past two years. His nation also needs to be in the top 70 in the FIFA world rankings.

However, a young, talented player can get a permit on appeal if he is deemed to be a special talent (such as Anderson), or, if the player is deemed to be likely to play an important role in the first team of the club, he may also get a permit on appeal.
