I can't believe it!!
I understand his reputation may have increased due to his prolific season last term but it was only League 2 so it couldn't have increased that much. No-one else is interested in him... I am his favourite club and personnel... I am in a higher league than when he signed up for a season last time around.. what is going on?? Why won't he sign??

I understand you. In my first season managing Merthyr, I loaned Chris Jones from swansea. He scored 35 goals in 21 matches more or less, including 7 goals in one single match and 7.74 over the season.
next season I wanted to loan him again, and swansea had no problem, but he didn't accept. He spent 2 seasons in swansea u18. Then he jumped to reserves, but he still didn't want to play for my team, despite I was then in BSP. By january he went on loan to another club, and next season he still was at swansea reserves.
when he was 24 he went on free by swansea, didn't want to sign for me but signed for a club in my same division (maybe more reputation, but me and my team were in his favourites!!!)
After 17 years he still holds some records for me :p
