What determines board expectation?

Hi - does anyone know what impacts on board expectations?

West Ham for example, start the game and the board expect you to challenge for the Premiership in two years ... ie. no reflection on their real position at all.

Can this be changed/edited before start of season? Would be nice to start a game asone of the lesser clubs and have more reasonable targets set
