Is the Turkish second division the one that goes as the second division as in the 3rd on the list or the one after the TSL (premier division in the game)? Lower divisions foreign rules have nothing to do with the TSL. In the first division you can have up to 2 foreign players registered, but they have to be from these countries: Kazakhstan, Uzbekistan, Krygyzstan, Turkmenistan, and Azerbaijan basically Turkic nations (former West Turkestan soviet nations). Fir the 3rd division you can;pt register any foreign players. Also from clubs that have been recently relegated from the TSL they are allowed to fill out the reminder of the contracts with any foreign players they have, but they can't renew contracts until they are promoted to the TSL again.
The foreign rule in the TSL is currently a 6+2 which means you can have up to 8 foreign status players registered in the squad, can field 6 of them at a time, but can include the extra 2 on the bench (substituing between foreigners during a game). SI sadly has not implemented this correctly into the game, but it sounds like something they should be able to do without much trouble so hopefully we will see the a system closer to reality with the next patch.
In conclusion it is a known problem that the squad registration bug that seems to be affecting the Spanish leagues also affects the Turkish leagues. At this point it's up to SI to do something about it as it's affecting a bunch of other countries, but there should be some way around it.
