Default Player Potential Ability Help

I have come across numerous players with 200 for potential ability, but is 200 the best rating a wonderkid can receive? I have seen players with -2 and -5 but i do not know what they mean when they have a minus next to them. Can somebody please explain this to me please? Is -10 better than 200 for potential ability? From -1 to -10 what is the difference??

-10 = PA of 170-200
-9 = PA of 160-180
-8 = PA of 150-170

Or something like that.

Basically keeps it random.
A player might be good in one created career, but slightly less good if you started a new career.
If someone has the exact figures, that would be ideal

200 is the best possible. With -10, you could reach 200 but you will probably get something else.

-10 = 170-200
-9 = 150-180
-8 = 130-160
-7 = 110-140
-6 = 90-120
-5 = 70-100
-4 = 50-80
-3 = 30-60
-2 = 10-40
-1 = 0-20

As said already 200 is best but -10 may lead to 200.

what I'm curious over is actual development in regard to these PA values.
Is a player with a higher PA than another but lower stats (where they count for the position of course) likely to overtake him? If the difference between PA values isn't much but the lower stat player is still higher is he therefore likely to develop much faster over shorter time?
It's just that I've recently downloaded the PA -10 and -9 shortlists for 2.0.8 as made by Dexta in the Good Player and Team section of the forum and am not sure whether some of the players are worth buying or not. For example, an 18 year old Striker with Finishing of 10 or 11 but a PA within the -10 values.
