Are appearance fees negotiable?

Of course.
When offering a contract to a player, I always try and get the appearance fee as low as possible. Usually you can take off 10% at least.

They aren't fixed (when renewing a contract) if that is what you mean. The player usually asks for a certain amount, you can offer whatever you want, but he may not sign. It's not really a "negotiation" though because the player just tells you when he rejects the contract that he wants a larger signing on fee and then usually asks for the same as before or even higher!

Alternativly, if your not 100% sure about a player but need to make a snap decision on signing them, offer them a lower weekly wage but an appearance fee which makes up for it, thus if the slight doubt in your mind becomes reality you end up paying him less than they actually wanted.
