i know sending youngsters out on loan will mean they improve more because they are playing more regularly in a competitive league rather than reserves games. what i want to know is will they still improve if they are on loan at a rubbish team and get rubbish ratings in the games? even if its a good league.

Yes. Experience is experience wether they perform or not.
